I am surprised that they can have this on their property in Melbourne. I live in Melbourne and according to code enforcement you can not have anyone living in it.

That shouldn’t apply to short term rental properties like AirBNBs, which are also often considered commercial properties and aren’t usually treated the same as permanent residences.

Also, according to Brevard County, FL, Code of Ordinances
Updated February 2020, THOW use can be permitted under certain conditions…

      “Tiny Houses and Micro-Apartments

The county’s codified ordinances define and regulate tiny houses on wheels.

Its building code defines and details construction and placement standards for all tiny houses on wheels (§22-808 et. seq.). These standards address application requirements, inspections, certificate of occupancy, and utility connections.

Its zoning code permits tiny houses on wheels in multiple districts with a discretionary use permit, subject to use-specific standards (§62-1844). These standards address minimum lot area, living area, other structures, and neighbor consent.

It also includes a tiny house planned development option (§62-1471–1480).”
