In 2016, a significant milestone was achieved in the realm of tiny homes with the inclusion of Appendix Q – Tiny Houses in the International Residential Code (IRC). This addition provided a regulatory framework for tiny homes on foundations, marking a historic moment for enthusiasts and builders alike.
However, despite this progress, movable tiny homes on wheels were left out of this regulatory advancement. This oversight is now the focal point of the ongoing campaign known as Tiny House Appendix: Act 2.
The Campaign for Movable Tiny Houses
The Tiny House Appendix: Act 2 campaign is a concerted effort to push for the legalization of movable tiny houses, which remain in a grey area of the law. The aim is to extend the IRC regulations to include homes on wheels, thereby offering them the same recognition and legitimacy as their foundation-based counterparts.
The campaign highlights the need for change and urges supporters to sign in favor of Movable Tiny House Codes. This initiative seeks to finish the work started in 2016 by expanding the legal framework to encompass all forms of tiny homes, thus providing a comprehensive solution for enthusiasts.
Recent Developments and Community Involvement
There is a growing momentum behind this cause, with numerous recent signatories showing support. Over 7,000 people have added their voices to the cause, demonstrating widespread community backing. The campaign continues to gather support from individuals passionate about achieving a complete and inclusive legal framework for all tiny homes.
The decision-making body for this change is the ICC Board, which reviews proposals and amendments to building codes. Advocates of the Tiny House Appendix: Act 2 are actively engaging with this body to push for necessary changes.

Our hope is to bring 15,000 signatures from the public to the hearing in one month. It’s a heavy lift but with enough public support, we can put meaningful pressure on the Code Council. If successful, this change would allow movable tiny homes to be seen as just another safe and legal housing option, not some fringe choice some of us make. It would be a huge step in helping builders and jurisdictions integrate this housing type into urban areas – where we really need to see some progress with affordable housing options.
